Job Title: Maintenance Supervisor - Maintenance Department


General Statement of Job

Under general supervision of the Executive Director, the Maintenance Supervisor shall be responsible for the carrying out of an efficient and responsive program of routine, non-routine, and preventive maintenance for all housing projects maintained by the Thomasville Housing Authority. These programs will include but not necessarily be limited to the supervision of all maintenance personnel including assignment of duties and review for the necessary quality of workmanship in completion of their duties. In addition, the Maintenance Supervisor will insure that the inventory of supplies and equipment necessary to carry out the maintenance program are accounted for, kept in good order, and in quantity enough to preclude lapses in providing necessary maintenance; make periodic inspection of buildings, grounds, apartment units, and equipment and report conditions to the Executive Director; insure that all equipment assigned to building and apartment units is kept in good working order, including utility equipment; insure that vacant apartment units are prepared for renting as expeditiously as possible; keep abreast of maintenance techniques and maintenance products; instruct residents in the proper operation of and maintenance of household equipment and appliances; insure that the grounds and the exterior buildings are kept in a neat and orderly manner and are maintained attractively; and performs skilled labor necessary in the maintenance of mechanical, electrical, plumbing, and heating systems; and performs any other duties as may be temporarily assigned. Ensures that any observation or general knowledge of non-compliance with Housing Authority policy is immediately reported to the Executive Director. Reports to the Executive Director.

Specific Duties and Responsibilities

Essential Job Functions

  • Supervises and directs subordinate maintenance personnel; supervisory duties include scheduling, instructing, assigning and reviewing work, planning work of others, maintaining standards, coordinating activities, acting on employee problems, selecting new employees; recommending employee transfers, promotions, discipline and discharges as appropriate.
  • Ensures all employees receive and understand all laws, regulations, policies and special instructions as applicable.
  • Reviews and evaluates the work of subordinates for completeness and accuracy; offers advice and assistance as necessary.
  • Trains employees in the proper use of equipment and techniques to maintain safety, prolong life of equipment and increase productivity; conducts equipment demonstrations as needed.
  • Determines need for preventive maintenance and repair services; prepares production schedules and requisitions materials, tools and equipment required to complete work; maintains constant budgetary control of manpower and material used by subordinates.
  • Assists maintenance staff with maintenance and repair duties, including but not limited to general carpentry, glass replacement, installation / repair of flooring materials, installation / replacement of lighting fixtures and bulbs, caulking and painting of walls and other surfaces, grounds maintenance, etc.
  • Inspects work in progress to ensure compliance with policies, procedures, codes, and standards of quality and safety.
  • Assists in the inspection of Housing Authority construction and renovation projects when requested.
  • Conducts site inspections on a regular basis to ensure grounds and appearance of the housing developments are maintained in a safe and orderly manner and in an attractive manner.
  • Assists in the bidding processes as required for construction/renovation projects.
  • Conducts move-in, move-out and annual inspections of properties.
  • Evaluates vacant residences for needed repairs prior to occupancy; prepares estimates and forwards to housing management; inspects and evaluates completed residences.
  • Manages department inventory and prepares related records.
  • Performs various administrative duties as required, including but not limited to scheduling activities, making purchase recommendations and obtaining cost estimates, preparing purchase orders, researching new and innovative equipment and systems, etc.
  • Receives and reviews work orders, time slips, architectural plans, vendor bids, lease violation notices, safety data sheets, etc.
  • Prepares and/or processes inspection reports, maintenance schedules, purchase orders, specifications, safety reports, performance appraisals, site evaluations, memos, correspondence, etc.

  • Ensures the maintenance of clean and orderly work areas.
  • Performs related duties as required.

Minimum Training and Experience

  • Requires a high school diploma or GED equivalent and vocational training related to building construction and maintenance trades, supplemented by three to five years of building maintenance and construction experience, some of which have been in a supervisory capacity, or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. Must possess a valid state driver's license. HVAC certification.

Minimum Qualifications or Standards Required to Perform Essential Job Functions

Physical Requirements:

  • Must be physically able to operate a variety of machines and equipment including hand and power tools, computer, telephone, calculator. Must be able to exert up to twenty pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Physical demands are in excess of those of sedentary work; work involves walking or standing for periods of time, stooping, kneeling, crouching, crawling, pushing, pulling, lifting and carrying, climbing ladders and steps. Must be able to lift and/or carry weights of up to fifty pounds.

  • Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communications:

  • Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving assignments and/or direction from supervisor and giving assignments and directions to subordinates.

Language Ability:

  • Requires ability to read a variety of policy and procedure manuals, engineering/architectural drawings, specifications, budgets, etc. requires the ability to prepare required reports, correspondence, records, work orders, purchase orders, etc. with proper format, punctuation, spelling and grammar, using all parts of speech. requires the ability to speak with and before others with poise, voice control and confidence.

  • Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form.   • Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals and to determine time. Must be able to use practical applications of algebra, geometry.

Form/Spatial Aptitude:

  • Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination:

  • Requires the ability to coordinate hands and eyes using office and special machinery; to operate motor vehicles.

Manual Dexterity:

  • Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, hand and power tools, etc. Must have moderate levels of eye/hand/foot coordination.

Color Discrimination:

  • Requires the ability to differentiate colors and shades of color.

Interpersonal Temperament:

  • Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. Worker may be subject to danger or risk to a slight degree.

Physical Communications:

  • Has considerable knowledge of the principles, practices, policies, programs, and methods of the Housing Authority as they pertain to the performance of duties of the Maintenance Foreman.
