Social Security Rules That Are Changing in 2025

  1. Benefits are getting a 2.5% cost-of-living adjustment in 2025, Social Security benefits are rising by 2.5%. and while that might seem like a relatively small raise at first, on the plus side, it's also a sign of cooling inflation.

    The typical senior on Social Security will see their monthly benefit rise by about $49 following the cost-of-living adjustment. Those on Medicare, those, will have to subtract about $10 to account for an increase in Part B premiums.

  2. The earnings-test limits are increasing Social Security's earnings-test limits apply to beneficiaries who haven't yet reached their full retirement age and are earning money from a job. In 2025, the earnings-test limit is $23,400, up from $22,320 in 2024. Beyond that point, $1 in Social Security benefits is withheld per $2 of earnings.

    For those reaching full retirement age in 2025, there's a higher earnings-test limit of $62,160, up from $59,520 in 2024. Beyond that threshold, $1 in Social Security benefits is withheld per $3 of earnings.

  3. The wage cap is rising In 2025, Social Security's wage cap is $176,100, up from $168,600 in 2024. Higher earners will owe Social Security tax on an additional $7,500 of income, increasing their total added tax burden by $930. Those with employers get to split that bill down the middle, while the self-employed pay it all.

As a reminder, The Admission and Continued Occupancy Policy (ACOP) and Section 8 Administrative changes will become effective January 1, 2025.

All public housing residents are required to sign new leases and addendums prior to 12/31/2024. Failure to respond will result in termination of assistance.

Disturbances

Please be considerate of your neighbors and do not let anyone in your household or your guests create disturbances that include excessive noise (including loud music, shouting, large groups of people hanging out outside, heavy traffic, and late-night gathering).

This is a lease violation and grounds for eviction.

Application for the 2025 PHADA Scholarship Program is Now Open!

In order to encourage academic excellence and community responsibility among high school students, PHADA has implemented a scholarship program for graduating seniors who are preparing to enter college. PHADA will award three scholarships to deserving youth currently residing in a PHADA member agency.

These include the:

  • Stephen J. Bollinger Memorial Scholarship $10,000
  • Civil Rights and Social Justice Scholarship $5,000
  • Nan McKay Pathway to Achievement Scholarship $5,000

The scholarship fund will be administered by the PHADA Scholarship Committee. The money will go directly to the school that the recipient will be attending. The school will deposit the money into the student's account. The money may only be used to pay for tuition, books, and activities directly related to the student's education. If the student discontinues his or her education, the unused portion of the scholarship will be returned to PHADA. Click on the link below to apply:

Pet Responsibilities

THA would like to take a moment to remind residents that pets are a serious responsibility. All households should give significant consideration prior to adding a pet. Also, you must contact the Housing Manager to receive approval before adding a new pet.

All THA communities are animal friendly, and the public housing pet policy is incorporated into the Admissions and Continued Occupancy Policy. This policy provides guidance on the types of pets allowed on the property and provides the expectations to which all resident pet owners will be accountable. Pet deposits are due in accordance with this policy. Violations are subject to lease termination.
